How to send voicemail to other extensions.

I am using PAL SDK with PBX.
I want to send the voicemail to the some extension numbers from my application.
Is it possible to send the voicemail directly fromm my application?
I want to know the scenarios by which I can send the voicemail on extensions.
Either it will be a pre recorded audio file or user is talking on phone.

You can just set an empty personal message and make calls to the number. If you use a pre-recorded audio file, you can develop an application with JTAPI SDK.
