Do I need them both?

If not, which one do I keep?

How do you recommend I modify the current settings?

Both rules have different meanings.
It seems you need keep both.

The "From PBX 1" is for outbound calls.

The "From PBX 2" is for local calls. It means calees are registered in this SIP Server..
