ARS(Automatic Route selection) is a feature of the PBX. You are using the sip server but Many more things are available from combining the sip server and pbx. In the ARS of pbx you can limit the number of calls that can use a route at the same time. The sip server is not intended to be an end to end solution. Usually for more features you need the brekeke pbx.

I don't think it is available yet and there is very little information about it.
